Physician, public health specialist. Author of many scientific publications in the field of tobacco control, including epidemiological aspects of the use of electronic cigarettes among adolescents and the anti-tobacco law. Author of practical guides in the field of help for smoking addicts. Coordinator of many anti-tobacco programs and campaigns implemented in cooperation with employers, local governments and government administration institutions. Author and leader of anti-tobacco policy programs financed by Bloomberg Initiative grants conducted in coordination with the World Health Organization and Campaign for Tobacco-Free Kids. He was the Deputy Director of the Social Development Department for public health at the City Hall in Gdańsk. He cooperates as an expert with WHO and The European Observatory on Health Systems and Policies, and the National Institute of Public Health. Member of the Public Health Committee of the Polish Academy of Sciences. For over 10 years, he has been the head of the University Smoking Cessation Clinic. Academic tutor.

A graduate of the Faculty of Law and Administration of the University of Gdańsk, a specialist in administration, a member of the Polish Society for Health Programs in Gdansk, actively participating in the implementation of health programs. Member of the Association for Aid to Children with Diabetes, Obesity and Other Endocrine Diseases. A long-time diabetes educator who conducts training for school staff on diabetes management and childcare in an educational institution. Participation in the National Diabetes Prevention and Education Program, carried out by the University Clinical Center in Gdańsk on behalf of the Minister of Health.

A graduate of the Faculty of Medicine of the Medical Academy in Gdańsk (currently the Medical University of Gdańsk), a specialist in public health and healthcare organization. In 2008-2009 and 2013-2016 worked in National Health Fund, in 2014-2016 was the President of the National Health Fund. Was the Deputy Director for Treatment at the University Clinical Center in Gdańsk. Currently, is the Director of the Health Department at the Marshal’s Office of the Pomorskie Voivodeship.
Participant in the work of teams implementing national and international research, intervention and training programs, including those under the PHARE programs, the Polish Project of 400 Cities and Healthy Air together with the European Public Health Alliance. Author and co-author of several dozen scientific papers, reports and monographs as well as popular publications in the field of public health, epidemiology and health care organization.

PhD in management sciences (she obtained this degree from the University of Exeter, Great Britain, she also holds the FHEA title). She is a graduate of the Faculty of Law and Administration at the University of Adam Mickiewicz in Poznań; completed postgraduate studies in European Administration / Europäisches Vervaltungsmanagement Fachhochschule für Verwaltung and Rechtspflege in Berlin and at the Adam Mickiewicz University in Poznań; was on a scholarship at Lourdes University, Sylvania OH, USA. Until 2020, scientifically and didactically associated with the University of Exeter.
She conducts research on entrepreneurship, in particular, she is interested in the theory of institutions in relation to broadly understood entrepreneurial ecosystems. Author of scientific publications, in 2017 she received the award for the best article ECSB Postdoctoral Writing Workshop award. She actively cooperates with academic centers in Poland and abroad (joint research and development projects with the Federal University of Paraná in Brazil and the University of Economics in Wrocław). She is a member of the European Council for Small Business and Entrepreneurship (ECSB) and Busienss, Nature and Value Research Group, University of York.

She holds a doctorate in medicine and health sciences. Her research interests are focused in two areas. The first is health inequalities, including digital inequalities, and the mechanisms of exclusion from medical care affecting patients with rare diseases and neglected health problems. The second is medical and health communication and the media and cultural image of diseases and health problems and its impact on the organization of medical care and the patterns of its use by patients. She also addresses the topic of social solidarity in health in her journalistic and popularization activities, for which she was awarded 5th place in the 2023 Health Market Woman poll.
Dr. Libura is a member-founder and vice president of the Polish Society for Medical Communication. She is also a member of the Polish Society of Human Genetics and the Polish Network of Economics. She has been a recipient of Fulbright scholarships, the Stefan Batory Foundation and the Foundation for Independent Polish Literature and Culture.

She is socially involved in the activities of organizations of patients with rare diseases. primarily interested in improving the organization of health care and its She was a member of the Team for Rare Diseases under the Minister of Health (2016-2017), coordinating a working group on access to information, education and research. She developed her interest in contemporary didactics at medical faculties as vice president of Lazarski University in Warsaw, and later as head of the Department of Didactics and Medical Simulation at the Medical College of the University of Warmia and Mazury in Olsztyn.

Author of practical guides in the field of nutritional education. Coordinator of the health programs “6-10-14 for Health” and “18+ for Health” implemented by the University Clinical Center in Gdańsk. Member of working groups cooperating with the Ministry of Health, the Agency for Health Technology Assessment and Tariffs and local governments. Member of the Polish Society for Health Programs in Gdansk and the Polish Association for the Study of Obesity.

Doctor of medical sciences, manager associated with the healthcare system in Poland for over 18 years. Has many years of experience in examining the economic condition of companies, planning strategies, creating development plans as well as creating and supervising budgets. Author of a number of studies, economic analyzes, cost optimization, which in a real way translated into increased competitiveness and the economic condition of the institutions. In scientific work created several recognized projects and scientific publications in which the topics discussed show the possibilities of changing the approach to managing a private and public facility, proving how important knowledge and managerial skills play in the efficient management of a medical facility. Permanently associated with the Medical University of Gdańsk and the University Clinical Center. It trains participants of pre- and post-graduate education.

PhD in Economics. On a daily basis, he deals with issues related to the taxation of tobacco, alcohol and sweetened beverages. He currently works as a Senior Economist / Senior Research Scientist at the Institute for Health Research and Policy at the University of Illinois at Chicago. He is also a member of a group of experts advising the board of the World Heart Federation on issues related to the use of tobacco products. Previously, he worked in the Economic and Health Policy Research team in the research department of the American Cancer Society in Atlanta, where for ten years he dealt with issues related to the economic aspects of fighting tobacco addiction, and at the National Institute of Public Health in Warsaw. He cooperated as an expert, among others with the World Bank and the World Health Organization.

Employee of the Provincial Center Coordinating Population-Based Breast Cancer Early Detection Programs and Cervical Cancer Prevention and Early Detection in Gdańsk, leader of projects related to health promotion and health education in organizations non-governmental. Member of the Commune Committee for Solving Alcohol Problems in Gdańsk and a local government employee in the field of addiction prevention. Currently author and coordinator of health policy programs at the local government level. Author of publications on the organization and financing of health care, in in particular, emergency medical services, as well as the work environment of employees medical.

Author and co-author of several dozen publications in the field of health service management, health issues of the society and its determinants. Participant in the work of teams implementing national and international research, intervention and training programs, including those under the PHARE programs and the Polish Project of 400 Cities. Organizer and lecturer in trainings for healthcare professionals: management staff, medical doctors, nurses and midwives, and administration. In 2010-2015, tutor of postgraduate studies – manager in health care, at the WSB University in Gdańsk. A medical intern and graduate of the Medical University of Gdańsk. His research focuses on the analysis of trends and medical content on the internet, which are applicable in epidemiological analyses. He gained experience in data processing while working for the World Bank. He was also a Board Member of the International Federation of Medical Students Associations IFMSA-Poland, where during his two terms he co-organized over a thousand exchanges for students coming to Poland. He is also a member of the research team and a co-author of the report “Global Tobacco Industry Interference Index-Poland” on the impact of the tobacco industry in Poland. As an active member of various medical organizations, he demonstrates not only organizational skills but also social engagement. His works, published in reputable journals, cover a wide range of topics, from the impact of stress in cancer diseases to the analysis of misinformation about vaccines. He is interested in the use of the latest technologies and innovative tools in medicine.

Worked at the Polish Society for Health Programs, dealing mainly with projects in the field of reducing the health consequences of smoking. Global Tobacco Control Leadership Program scholarship holder at John Hopkins Bloomberg School of Public Health in Baltimore. Author of scientific publications, guides and reports in this area. She gained practical professional experience in a local government budget unit dealing with health.

Bachelor’s and master’s public health graduate. Currently, a second-year doctoral student at the First Doctoral School at the Faculty of Health Sciences. She researches the marketing of new tobacco and nicotine products in relation to public health threats. She began her scientific experience in the public health student research club and coordinated the project which resulted in creation of the “Tobacco Industry Interference Index Poland” report – 2021 and 2023 editions. Student ambassador of the “This Is Public Health” program – Association of Schools and Programs of Public Health (ASPPH). Member of the youth group European Network for Smoking and Tobacco Prevention. She presents the results of her work at Polish and international conferences. Additionally, she gains professional experience working in the billing department of the hospital – University Clinical Center.

Her area of research is the risks associated with the marketing of alcohol and tobacco products to which young people are exposed. She actively presents the results of his research at scientific conferences in Poland and abroad. The topic of her dissertation is variable selection in prediction models. Founding member of the Polish National Group of the International Society for Clinical Biostatistics (ISCB). Involved in the development of the Smoking Cessation Clinic at the University Clinical Center in Gdańsk.
